With over 40 years of experience in construction management, Glen is a seasoned industry leader currently serving as Executive Director of the Master Municipal Construction Documents Association (MMCD) and Vice President of Construction at Troika. His career spans senior executive positions and business ownership, with a project portfolio exceeding $1 billion in value.
Glen Barker has led the successful delivery of hundreds of complex infrastructure projects, including municipal roads, highways, ports, airports, rail facilities, bridges, and environmental works. His expertise includes project estimation, construction oversight, financial and operational management, quality control, environmental compliance, and conflict resolution. Known for his collaborative approach, he works effectively with owners, consultants, contractors, and government stakeholders.
In addition to his professional roles, Glen has made lasting contributions to the construction industry through over 12 years of service on the Board of Directors of the BCRoadbuilders and Heavy Construction Association. He has also chaired the Municipal Committee, served on the Grading Committee, and held a 15-year tenure on the MMCD Board of Directors, including two years as MMCD Documents Chair.
Through his dual leadership roles, Glen continues to shape the future of municipal construction across British Columbia.

Chris obtained his Law degree from Bond University in Queensland, Australia, where he obtained First Class honours as the top student in his graduating class. Before studying law, Chris completed his Bachelor of Arts specializing in Military History at the University of Calgary.
Chris’ practice focuses on commercial and construction litigation with an emphasis on resolution prior to litigation and achieving practical solutions to disputes. He has extensive experience acting for subcontractors, contractors and owners in all forms of construction related disputes including in mediation, arbitration and various levels of court, including at the Supreme Court of Canada.
Chris has specific knowledge and experience in remedies under the Builders Lien Act and regularly provides advice on all stages of construction from tendering, contract negotiation, claims management to dispute resolution. Chris’ goal is to offer his clients commercial, practical advice.
Chris is heavily involved in the construction industry acting as a board member for the BC Roadbuilders Association and the Master Municipal Construction Documents Association.

Ian Pilkington is Chief Engineer for the BC Ministry of Transportation and Infrastructure. Ian started his career with the Ministry in 1991 as a Geotechnical Engineer. Over his 34-year career with the Ministry, Ian has held several positions, including Project Manager, Director of Climate Action Project Delivery, Director Geotechnical Engineering, Director of Rehabilitation and Maintenance and led the renewal of 27 Highway Maintenance Contracts before taking over the position of Chief Engineer from the retiring Dirk Nyland in 2019. Ian is responsible for setting the engineering standards that the Ministry and consultant designers use on public highway infrastructure, which includes climate adaptation standards.

Jesse is a member of MNP’s Consulting Services team in Vancouver, and the firm’s Capital Projects and Infrastructure Consulting Lead. He is an engineering and construction executive who brings strong relationship-building, operational, strategic planning, finance, and analytical skills to his role. He is passionate about helping his clients successfully execute their business goals while developing and empowering high-performing teams and leaders.
Jesse provides infrastructure, utility, and transportation project delivery and advisory services to technical and non-technical clients alike, helping with the delivery of the design and construction of their infrastructure, utility, and transportation programs and projects. He serves a wide range of clients, including regional authorities, municipalities, utility owners, construction companies, engineering consultants, and First Nations.
Jesse’s services include project delivery, project management, construction management; engineering design management, and advisory.
Jesse earned a Bachelor of Applied Science (BASc) in civil engineering from the University of British Columbia in 2006. He is a Professional Engineer (P.Eng.) (B.C. 2011), Professional Engineer (PE) (U.S. 2011), Project Management Professional (PMP 2012), Risk Management Professional (RMP 2016), Envision Sustainability Professional (ENV SP 2020), Master Municipal Construction Document Association (MMCD) Certified Contract Administrator (MMCD CCA 2010), Canadian Certified Inclusion Professional (CCIP 2022), and LEED Accredited Professional (LEED AP 2009) through the Canada Green Building Council.
Jesse is past three-term president and board chair of the British Columbia Construction Roundtable, a conference speaker, and has held executive committee and board positions with the ACEC-BC – Consulting Engineering Companies in BC, Project Management Institute, Vancouver General Hospital, Greater Vancouver Board of Trade, and the MMCD. He was a recipient of the 40 under 40 in Canadian Construction in 2020, named one of Engineers Canada 30 by 30 EDI Champions for leaders in engineering workplaces in 2022, and named one of Canadian Construction’s Most Influential People in 2024.

Joel is a principal of Onsite Engineering Ltd. with over 20 years of experience in the municipal and civil engineering sectors. Joel graduated from the University of BC with a Bachelor of Applied Science in Civil Engineering. Joel’s experience includes design and contract administration of waterworks projects (watermains, pump stations, reservoirs, and PRV stations), sanitary sewer projects (gravity sewers, forcemains, and pump stations), roads, and stormwater projects. Joel also has experience in hydraulic modeling, master planning, and transient analysis. Joel is a certified MMCD Contract Administrator and has been a member or chair of several ACEC-BC committees over the past 15 years. Joel was one of the ACEC-BC representatives on the MMCD Board of Directors between 2014 and 2016 and from 2022 to present.

As a senior municipal engineer with Parsons, a member firm of ACEC-BC, Marc has been an active contributor and leader within the organization throughout his career. He has served as Chair of the Municipal Engineering Committee, the Membership Affairs Committee, and the ACEC-BC Board of Directors. Marc is a strong advocate for fair and balanced contract language and is passionate about ensuring the voice of consulting engineers is heard across the industry. His commitment to advancing the profession and fostering collaboration continues to make a positive impact within the industry.

Mike Clarke is a public-sector construction leader with 20 years of experience in the construction of civil infrastructure, project delivery, and contract administration. As the Section Manager of Construction and Survey at the District of North Vancouver, he oversees a multidisciplinary team responsible for the delivery of municipal infrastructure projects. Mike is recognized for building strong, collaborative teams, fostering a positive work culture, and driving continuous improvement in project delivery, asset management, and departmental operations.
Mike holds a Bachelor of Technology in Construction Management from BCIT, where he graduated with Distinction in 2019. He is an MMCD Certified Contract Administrator and Referee, Certified Public Works Inspector (CPWI2), and an IPWEA-certified professional in asset management planning. In addition to his role on the Board, Mike also serves as a volunteer member of the MMCD Civil Committee, supporting the development of updated civil specifications and the advancement of industry best practices. Mike brings to the Board extensive experience in civil construction, change management, claim negotiation, quality assurance, and long-range infrastructure planning. He is committed to helping strengthen the MMCD’s role in supporting fair, efficient, and collaborative public-sector construction practices across British Columbia.

As Business Development Manager at Emil Anderson Construction, Stan Maluk is a seasoned leader in the transportation and infrastructure sector, with over 23 years of experience in civil construction, project management, and operational leadership. A Certified Engineering Technologist (CET) and Gold Seal Certified Project Manager (GSC), he has played a key role in delivering major infrastructure projects across Western Canada, including highway expansions, airport rehabilitations, and complex municipal utility work.
Stan’s project experience includes the Highway 97 Six-Laning Project in Kelowna, multiple airside infrastructure upgrades at Kelowna International Airport (YLW), and a range of municipal initiatives throughout the Okanagan region. His work reflects a strong focus on innovation, collaboration, and regional growth.
In addition to his professional role, Stan actively contributes to the advancement of the construction industry. He serves on the boards of the Southern Interior Construction Association and the Master Municipal Construction Documents Association, where he helps shape policy, improve construction standards, and promote best practices in infrastructure development.
