How is the role of the Owner defined in MMCD?

The Owner is typically the municipality or public agency contracting the work. Per GC 1.1.1.19, the Owner:

  • Defines project scope
  • Enters into agreement with the Contractor
  • Delegates authority to the CA
  • Issues payments and decisions regarding project milestones
