Is a Change Order required before Force Account work begins?

Yes. As outlined in GC 8.0 and GC 9.3, Force Account work should be authorized in writing before proceeding. This may take the form of a Contemplated Change Order (CCO) or a Field Memo, followed by a formal Change Order.
